I played the original PSO thingie for Dreamcast (that's how i got into PSO), and I though about buying PSO 1 and 2. But what's that difference? I know some differences...
*Temple, Spaceship and Underseae stages...
*Unsealed door made easier, so that you don't lose when Mome dies.
*I think RAmarl, FOmar and HUcaseal, though not sure.
I never red anything about PSO e2 though. Does it has new monsters? A new storyline? Anything else?
Oh while talking about Temple Spaceship and undersea, how do you get there? :P

i hate to think you live under a rock and can't look on the internet for what it is, so i'll try to help you out.

This is what is new for PSO on the GC and X-box. I recomend GC, only because you can play ep3 if you ever want to shell out another 50 bucks, or less for a used copy, for the game.

This is the ep3 one too, just incase you want to read up on it.
In my personal preference, I have played on both the GC and X-box, the GC is better only because the X-box is horribly hacked and it just horrible with the voice chat. Expecially if you don't even own an x-box, it's not worth it. the GC is a much better choice because you can play both ep 1 and 2 and ep 3 if you choose to buy both game and use the same hunter's licences online. If you haven't yet bought pso ep 1 and 2, try to instead buy PSO Plus, it's the same game, but instead gives you a large collection of all the online quests offline for free, and has alot of the bugs and glitches fixed as well. I believe it has come out already, but i'm not exactly sure if it has come out yet. If you can't find it you know what to do.
In today's game you can expect the following, Fsod, duping, spamming, and occasional hacking.
Duping- duping is the process of taking one item and making multiple versions of that item. This is wrong in my view, but like many people, they just don't care. You can get any weapon, any armor, and shield, any mag, and any misc. item you want online, by asking for anyone to dupe it for you. It's hillarious what you can get these days with no work. I think this is a plauge to PSO and has ruined the game, but because there is no moderation at this game.
Fsod- Frozen Screen of Death- This is annoying because it has the chance of corrupting you and all your data, making several hundred hours of work done the drain. Also this stinks because you will loose anything you don't have already equiped on you, so if you have anything else on you, then you'll loose it if it's not equipped. this can happen 2 ways, one of this someone is purposely doing it in a lobby or game, another reason to say way from vega lobby, i'll get in to that later. Or by the game it's self freezing from over use or such, this rarely happens.
Spamming- Some people in lobbies will spam them, making a lobby very unenjoyable. This however is easy to over come, simply go to another lobby, or another server. Thats all you need to do there.
Hacking- Hacking occsaionlyl happens, but the best way to get around it and to have it not happen to you is to stay away from Vega-01. Vega is a horrible server and is known for hacking, duping, and just general stupid people. Most real players go else where such as Alitar 2 or 7 or Deneb 9. Those are fairly popular legit servers.
I assume you already know about the game and such so i won't say anything about how to play.
Ep2 isn't worth it. Honestly though, it a fun little version that a nice change, but harder monsters with less exp make it not worth playing that often. The only real beauty of that version is that some rare items can occasionally be found there.
oh items and stuff. You may wonder about those kind of stuff. There are more rare items than before and are easy to tell the difference of too, they all look different and unique. So does some shields as well. there are new mags as well, so for people to look even cooler.
PSO ep1 and 2 didn't change much, instead it's a expansion pack was installed made the game a little bit better than it already was. that's all i can on the matter.

a small defense for ep.II:
Yes, the monsters are a little harder, but they do offer more exp than ep.I monsters. A lot of really good rares can be found in ep.II ult, depending on your ID. It's also a lot easier to clear offline than ep.I, seeing as how the stages are shorter, and I must say....Olga Flow is the most awesome boss in the game, lol.
However, I do agree with sophia that if you haven't yet bought it, buy PSO+. From what I've seen, brand new copies of ep.I&II are still around 40 bucks, and you can get plus for 30.

Hmm...
You no longer drop your weapon when you die, you just lose all the meseta your carrying.
Great, that was what I found really annoying. I think I'll buy it anyway, the old version keeps hanging itself... :?
4 Player Offline split screen-Regular game/Challenge mode/Battle Mode
Yay! Offline multiplayer sounds fun to me.

You still lose if Mome dies.

I mean when fighting De Rol Le, I heard that you only lose if he dies in MINE, but you have to fight De Rol Le yourself and Mome plays dead.
Also, I red the PSO e3 guide (even while i have PSO e3 myself  ) and it said...
Someof the old PSO NPC's are in this game such as Kireek, The Principal and his staff.
Kireek? Wow! Kireek is my favorite character! Where do you meet him? I guess Arkz campaign, because he was the evil 'Black Hound' and I almost beat hunter campaign...

yeah, I believe u meet kireek in a downloadable quest. But you can only get this quest by playing through the ep.I&II online quest, "blue star memories"
