i am just wondering if their will be a microphone function, or something like it for this game?

i never played x-box version but i assume it did, if the pc doesn't (but hopefully and proly will) we should spam them with comments and suggestions to add it! lol

I do not believe there will be voice chat built into PSO BB. You can use a third party program such as Ventrillo or Skype for voice chatting.
