Yes, I'm continuing the Story Mode problems... :x
For some reason, the cutscenes are skipping in video and audio... I thought it was my DirectX, worked to an extent, but didn't fix the problem.
I was curious to see if anyone else ran into the same problem, and have a possible fix for it.
My machine is barely a month and a half old. AMD Dual Core, 2 Gigs of RAM, Radeon X1600 Pro.

No problems here. I have an AMD Dual Core as well, 1GB of RAM, and a Radeon X850 XT PE (AGP)...
Made it to Chapter 4 so far just fine.

I have somthing close to that I dont get any Video at all but every thing elses seems fine also running current drivers.

Maybe you should post more spec about your machine.
Anyway, I am sure it has nothing to do with the video card or CPU.
Because I also have the same problem on 3 PC with different video card
(X800pro AGP, X850XT PCI-E, 6800GT AGP) and different CPU(BARTON 2800+, VENICE 3800+, OPTERON 154).

Are you using an on board sound card? I am. I didn't get your problem, I had a prob where the sound effects wouldn't load on some levels, just the music.
All I did to fix it was to put my audio hardware acceleration to "Basic".
To do this, go to your control panel and open Sounds. When there click on the audio tab and under Sound Playback, click Advanced. Now click on the Performance tab. Set the hardware acceleration to Basic and hit OK.
Hope that works for ya.

Well it might be that the game is running a bit slow. Not realy slow enough to hurt the gameplay, but enough to set the video and sound out of sync.
Try increasing the frameskip by one and see if that fixes it.

All cut scenes run at 30 fps already, but trying it is still worth a shot.
