I guess paint would be at the bottom technically but gimp has very little options/ filters to work with. I know some good gimp sig/graphic makers, but most use PS because you can do way more with it.

I have plenty of brushes for Gimp! You can download tons and tons of free ones online, so I've never actually had a problem with that! And so far everything I've wanted to be able to do I have been able to do pretty easy in GIMP. But yea, I've never used the other one, Photoshop, so I don't know anything about it except it costs a ton of money. I've seen picture that people have made on Photoshop and they dont look any better or more special than any of the GIMP pictures I've seen people make.

I use GIMP, It is perfectly fine.

You can download plugins that give you more Brush options.
