Will their name be highlighted? And will be a different color on the radar?

nope, tho u can still Wii Speak with them i believe (i dont own wii speak myself tho so not 100% sure )

Yeah you can still WiiSpeak in public matches with FRIENDS and friends of friends, but no friends names are not highlighted or any different from the other players.
