End of trailer says Sonic Team so yeah it's Sonic Team and Dimps aren't the only developer on Sonic 4 Ep 1, it's being jointly developed by Dimps and Sonic Team.

Dimps is the majority developer for Sonic 4 with a few ST mems helping.

Sonic Colors is what the rest of Sonic team is working on..But with Lizuka heading Sonic 4, I;m terrified of the person heading Sonic color's development considering all the original members of ST are gone.
