No Idea what's wrong there - perhaps you could tell us how much space you have on your hard drive and what OS you have.
Even if you can't get it to install don't worry - you're not missing anything worth losing sleep over.

Here, I'll give you a step-by-step install manual :)
First off, you insert the disc, make sure it's CLEAN or the installation could fail half way through, if it's not clean use a windows cleaner(Not Microsoft Windows ^_-), you know somthing you clean your home windows with. It's recommended to use a velvet patch to clean the CD, but anything soft will do.
If there's a second disc, wait till the first one is completly done and askes you to insert the second disc. Now open the drive and insert the CD (same drive as before of course), and wait, it should automaticly continue installing.
If your still having trouble, try installing to another hardrive, if you have another that is. Make sure nothing is running in the background, and make sure there is enough space =)
Hope it helpped a little bit
Sorry to dredge this up, but I purchased the game as well and keep getting this error. I have close to 67 gig's of free space and a pc that far exceeds the minimum AND reccomended. Please don't tell me I have to return the game.
Oh, and the discs are completely clean.

It's might be your drive, "developers defect" is a pretty rare case, besides for Sega SuperStars for PS2, that's whole thing was weird..
I doubt returning it and getting a new one will fix anything.
If your running WinXP go to the CD drive in which SH:PC is in, right click on setup.exe, go to compatibility and select NT service pack (what ever you have)
98 = 98 and so on.
If your still having trouble keep coming back, I'll do my best, I'm going to look for answers right now actually if this info won't help

Tried all that and more. The game just has a bad installer. Already returned it for the pc version of Demon Stone. Problem solved. :P
