I run with 4-5 people everyday and if I have no friends on I join JP parties. I don't ever have an issue with playing with people.

I join jp parties also and i never have a problem either. My lvl is only 157 and i join s4 parties all the time
The only thing you have to look out for are those parties that say jp only but other than that you should be fine.

oops. Yeah i totally forgot about that. For lower ranks it is hard to find but i got lucky and knew a lot of people around my level who are usually on and i also had someone run me through ohtori a lot when i was a low level(Roboto). Also you can always do your trainging mission and if anyone ever needs help lvling or wants to run I can help just message me.

i dont mind running lower levels thru ohtori esp if its ur first char.
