I can't promise anything will happen as a result, but since you're starting it...
Let's see if you can organise yourselves in the next few weeks to pull that off!
My sole hints, first you probably need to define some rules, then agree on who will police them, and then run it fairly (no cheating) and deliver something professional and credible I'd be able to use. You are on your own for the rest :)

Based Steve.
So, it's actually pretty simple. I have prepared petition pages that correspond to frequently suggested characters for everyone interested to support the game and their favorite character to vote. The characters are selected mostly on account of not being from series already being represented in the form of playable racers, such as Sonic, Skies of Arcadia and Jet Set Radio. Let us get the established rules out of the way first.
-Up to three (3) characters may be presented to S0L.
-Each character must meet a requirement of interest from one thousand (1000) unique people. In other words, a minimum of 1000 votes must be placed for the character to qualify.
-There is no limit to which characters you would like to vote on, but only one vote is allowed per character.*
-Alternate and/or duplicated votes are strictly discouraged.**
-Spreading the word for more people to support the campaign is encouraged. However, people should be directed to read this post first instead of being sent straight to the petition pages. If you want people to vote for someone in particular, they might as well get access to the full deal while they are here.
-The deadline for the movement is marked on December 1st.

If a character can't be done for licensing, legal or other reasons, we will have runners up as alternatives. But I want 3 to present and this is done intentionally to teach you that anyone can create a list of 100 characters to include, but when it comes to actually having a hard limit - then the task is inmeasurably harder. Perhaps it will make you appreciate how difficult it is. That's why I did it :P [...]

I would also like to note that on the event that more than three characters are qualified, an arbitrary selection along with the height of the associated vote counts will rank their priority. Characters from SEGA franchises not yet tangibly represented in the All-Stars Racing games will be put on the front on the decisive selection. Negociation on the matter throughout the campaign is heavily advised to prevent possible biased pickings (because we're a pretty vocal and agitated forum community and whatnot, hey, bear with me here), but people involved will be strongly requested to debate and present arguments over the matter in a clean and constructive manner. More on this in due time.
Change.org will be used to collect the votes, since the service is very safe and efficient. The requirement for an address is confidential to every participant and only the state/country will be displayed to the public. For those scared by the prerequesite, I again guarantee that the steps for voting are perfectly safe. But in the event that people end up getting assaulted worldwide for voting for their favorite characters in a video game, I will ultimately assume responsibility and mark past mess-ups about the lack of a new Ecco game to blame. I am a man of justice, after all.
(Thanks to Vyse for helping with the petition pages.)
And lastly but most importantly, participate cleanly and have fun! Vote counts will be checked back and posted periodically to keep up with the progress.
Seems like a nice selection, but didn't Selvaria get a good amount of votes to IIRC?

So to be clear, we can sign as many petitions as we want, but can only sign each one once, correct? The way this is phrased kind of makes it sound like "you can vote for as many as you want, but you can only vote once".

I don't fully understand this rule, does this mean we can vote for as many characters as we like or can we only vote for one character?
EDIT: Oops nvm just noticed the new post

Should I share this on various sites? Do we have good ways to spread word?

This, because I don't think 1000 users are going to be here signing. :P

We sure could use the support to give this all the extra momentum!
