Because it's a multiplatform game, so they either had to include it in the PS3 version and tick off half of their potential customers, or not include it with either and tick off only a few customers.

I'm using it right now (Consumer Preview) and once you get used to the start menu, it's actually a lot faster.

The only ones I can think of that are missing games is Metal Gear Solid (which doesn't have the first one probably due to a licensing issue, which is also the reason MGS1 is only available on PSN)...
