VC2 and 3 happened for the same reason the STALKER and FF13 sequels happened. Try and make the first game's lost budget back with phoned-in low budget sequels rather than just summarily execute it.

Actually, it's hard to say a precise number. Apparently they scanned half a percent of Steam users and then extrapolated.
If you line up the PS3 and PC releases, the PS3 version hasn't even cracked the 50k point by the time the PC version has hit this much.
And remember, this doesn't account for players who have their profiles set to private.
