Monitor the cheaters/hackers
I have seen a lot of people give specific names of users who use cheats and cause FSOD. It would really help if you could somehow monitor these certain users that people keep mentioning constantly.
If you could document their cheats in action then you could ban their cd-keys

there is this guy who has the ability to crash the vega server!!!! its been done and when somepeople try to go to vega rite after enering the online game they immediately have FSOD. The guy doing it changes his name all the time and i think he may be a big time hacker! what can u guys do about it sega?

I'm going to agree with adri. If indeed someone manages to crash the server, you would be disconnected. You probably wouldn't notice it right then, but after everything stops, you will disconnect. It's very unlikely that you'd FSOD.

Yes you can report spammers. You would report them, just as you would any other person.
