I think you're probably still on Green Hill Zone and likely you're not even fighting Robotnik because you don't know what he looks like, those Camelon robots on the walls are NOT Robotnik.

J/K I'll be serious now all you have to do is stand underneath one of the platforms until the big metal ball starts swinging in the opposite direction, then press the A button to jump and direct the attack towards the foe by moving the directional pad. With your thumb. Pressing into the directional pad. You know the thing that looks like a cross.

NO Tails is not unlockable, he does not exist yet. Neither does Knuckles.

And when in doubt use the stupid debug code.
