Yep, my alt character, Lucien, has been a level 2 wartecher since level 15 or so, thanks to firebreak, actually.
But her secret mission is also excellent for it.

Go do 6 HSM C's or 3 B's (and get an S) and you'll be level 4...another 8 (or 4) and you'll be 5...another 15 (or 8 B's) and you'll be 6 ... and so on.
You could cap out today if you wanted to.
