8. Back-story
The proud Battle Kukku Empire is today known among Mobians for its failed invasion of Cocoa Island, during which the Flickies successfully defended their territory through the help of a certain young fox named Miles “Tails” Prower. (see Tails Adventure).
It was after this devastating defeat that Rook rose to prominence among the Battle Kukku. Appearing at the peace talks for the Treaty of Cocoa Island, Minister Rook helped negotiate the release of the Grand Battle Kukku 15th as well as his son and heir Battle Kukku 16th, in exchange for the Battle Kukku relinquishing the islands of their overseas empire (leaving them with only their resource-bereft home island, Kukku Monga).
In the tumultuous times after this event, Minister Rook struggled to keep the political structure of the Battle Kukku intact, even as whispers of revolution spread through the nation. Rook helped coordinate the counter-revolutionary spy network, working to reveal and eliminate resistant groups of socialists, republicans, and anti-flicky fascists.
Simultaneously, Rook joined the ranks of the increasingly popular “Flock Together” movement, a group that believed the Battle Kukku’s return to greatness rested in cooperation with all avian races—and that the cause of their trouble had come from the “Beasts” (featherless creatures, especially mammals) and the “Bats” (flying interlopers who disrupted the brotherhood between the bird races—such as Tails Prower, of course). This is, of course, in reference to the Aesopian fable of "The Birds, the Beasts, and the Bat".

As the heir apparent Battle Kukku 16th also began to adopt this position, Rook was assigned as chief ambassador to Flicky Island to improve relations.
He was on Flicky Island during Robotnik’s invasion (see Sonic 3-D Blast), helping to coordinate the Flicky Resistance. And, while the Flickies cheered Sonic, Tails, and Knuckles for liberating them from Robotnik, Rook vociferously reminded them that the cause of the invasion was another mammal (Robotnik), and that Flicky Island had been swallowed up in a conflict between two groups of “Beasts”.
Minister Rook believes he is a lawful good individual. He struggles to turn the Battle Kukku Empire away from militaristic expansion (while maintaining considerable defensive armed forces, of course) and toward diplomatic unity. Already, most of the former territories of the Battle Kukku Empire have voted to return their allegiance to the Battle Kukku, to build a pan-bird society. Rook hopes that eventually the Flickies will decide to make this decision as well. But it is unlikely, considering their ever-growing trust of Sonic and his friends.
