And while the argument of Sonci's POV is valid, the picture is incomplete if you do not take into account Amy's own POV as well(which is somethign that is done in the fanbase with a regular basis and one of the many reasons she is misurdestood). For example most of their encounters and interactions usually are very short when compared to how much time Tails spends with Sonic. asking to keep Amy from directly interacting with him is like throwing more gasoline into a fire, it keeps the problem going (and even makes it worse) instead of solving the issue. so it's perfectly understandable that she acts a bit too cheerful whenever she finds him, and while it may also give the impression that she is clingy, you also have to take into consideration that Sonic is one of the few characters that have acted as a source of ispiration and support in her life, like being saved from death, which pretty much left a strong and idealized image of Sonic in her mind and heart.
Honestly the only way she would be less fangirlish and all that is if both characters interacted more and became more familiar with each other, however overdoing this also brings up the risk of turning it into a routine, whch pretty much would eliminate those little things that makes their chemistry and interactions so special.
