I think that only the characters on the banner will be playable (or at least appear as NPCs) on the next big game. That's not necessarily a bad thing. Sonic games don't need over 9000 characters every time to be good as proven by past games.

The Banner in Sonic Games should explain next years game.
It was straight out obvious man, no lie.
Nah, it most likely mean in party games, they're bound to include a LOT of characters.
So much characters that it will be a bit confusing on deciding which one to play first.
Besides, they're already include the other characters in the games this year (2010):
- Sonic and SEGA Allstars Racing
- Sonic Free Riders
So no, there's no restrictive quota of Sonic characters, either in the past and the present.
However, since there's a lot of work involved in developing a game,
not ALL characters in a game are bound be playable though.
Well, Silver's psychic power is nevertheless an interesting thing to try again.
For Tails, I want him to bring in the X-Tornado and Cosmo from Sonic X.
Silver got a lot fan girls and boys, due his naive innocent personality, not to mentioned of looking extra cute.
Sonic, Tails, and Silver actually have a lot in common, all of them are pretty boys.
Nevertheless, all of them also have interesting stories to say.
Especially the still mostly unrevealed connection between Sonic and Silver.
While the color of Silver's psychic energy is indeed similiar to Cyan's color,
they both operate under different style of gameplays.
Cyan Laser itself resembling a Light Speed Dash, a now relatively regular move for any character.
Silver's psychic power resemble more toward these Color Powers below.
Levitation:
- Orange Rocket
- Green Hover (Nintendo Wii exclusive)
- Red Burst (Nintendo DS exclusive)
Heavy Psychic Attack:
- Blue Cube (Nintendo Wii exclusive)
- Purple Frenzy (Nintendo Wii exclusive)
- Violet Void (Nintendo DS exclusive)
If one get to choose only one Color Power for Silver, then go with Violet Void.
Violet Void got both Levitation and Heavy Psychic Attack.
Violet is the new black.
And seems to be appearing more and more in the Sonic games since 2005,
with its frequency becoming more increasing this year.

Yes. Sonic, Amy, Shadow, Tails, Knuckles, and Eggman are most probably be in the next game.
Though it's not certain if Eggman himself would also be playable.
Sonic - running
Tails - manipulating things
Amy - for begineer and social interaction
Knuckles - searching and exploring
Shadow - speedy wargame
Don't know, the way the classic Mega Drive games implemented it,
pretty much feel like the other characters are just there to replace Sonic but with more abilities.
The Sonic Advance series while do feel similiar, it does try to vary with the gameplays.
Especially Amy's gameplay.
2003's Sonic Heroes featured an interesting way of gathering 3 characters into 1 team.
A concept also seen in 1995's Knuckles Chaotix and 2004's Sonic Advance 3.
So if they increased the speed, the alternate gameplays would be fine.
I guess a variation of each character's acceleration and top speed should suffice.
Though that not all players can handle high acceleration and high speed very well,
especially the hectic pace at the day time stages of 2008/9's Sonic World Adventure / Sonic Unleashed.
Then there's also the problem of creating levels for high speed, especially WITHOUT tools for automation.
Amy in the games always made one of the most interesting entries into each game.
She just popped out of nowhere (a Chaos Control user?) and then made the story more lively.
I say, patterned the way she enter the game.
In the other hand, Knuckles don't exactly made a good first impression, and I really dislike his snickering.
Glad that now he becomes a more refined character.
