I am failing at JP PSU because of the fact that I know no one and I don't know how to level up solo. So please give me either tips on how to level up solo. Or if someone would maybe help me level up.

First there is a sticky thread called JP Help post these kinds of questions there. Ohtori is a nice mission to run solo to lvl (c rank) but, there is also an event going down on the 5th floor that gives nice exp

Are there any big meetings for American players on the JP side? On the American side there was some group of players that met every 2 weeks or something and dozens of people showed up at the meets, and new people/ players could exchange cards and maybe have some people to run with.

dont feel bad. events like this one make it very hard to level up since you have to find parties before hand instead of joining mid way. if ur a low level and not doing max rank missions it makes it even harder...

There is that training missing behind the type counter where you talk to the blue globe and with that ticket run it once a day. As Lezon stated run ohtori on floor 3 which is awesome for exp. You can or almost solo C rank at your level and the exp is good even up to mid forties. It might be still good later but I am doing the event now. The current event you can invite in npcs into your party which I have been doing so far.
