It's quite different from that. It's not just the animation, if you let go of the jump button he would still launch himself.

Look real closely at that.
Tails' legs are bent.
His arms are shooting a bit higher than the default standing position.
Sonic is facing left.

What I surmise is happening is that the screenshot caught a glimpse of Tails entering his breaking animation down the slope, since the player is going left.

If you actually watch the video, you'll see that both Sonic and Tails fall after trying to brake on the edge.
