Does the Limited/Bonus edition have the extra content on disc or do you have to use a download voucher?
1) Is there different music during All-Star moves like in SST and ASR? (probably not, since we have dynamic music this time)
2) How many tracks are available from the start? And, if you can tell us, which ones?
We have the one driver at a time rule, had to do it this way to make the transforming vehicles work and avoid all the complaints we had about scale last time (i.e. bikes can sneak through gaps cars can't). Doesn't necessarily de-confirm characters as a side effect - but you'll have to wait and see. A reminder I have to be selective about what I can and can't deconfirm as it needs to be run past the powers that be.
Actually... That would have been cool. But it's not that.
You need to use the download voucher to activate it. The content is on disk however, the reason for this is so when other players have the content (i.e. Metal Sonic) but you don't you can then see them in the race. We're also being kind so if someone hosts a game on the OutRun track, and you don't have it, it will allow you to race on that track.
You just won't be able to play it offline or pick it if you're hosting if don't have the content. Else we have to split the userbase between haves and have nots and this seemed a fairer thing to do.

All the All-Star music is remixed courtesy of Mr Jacques. Some are themes we've used before, some are all new.
In terms of starter tracks, you get 4, there the ones from the first GP. So Seaide Hill, Samba, AfterBurner and Panzer. We also start with all the arena's unlocked so you can battle online or off right from the start.

Awwww...oh well~
Also, question of my own; does Ulala have new voice clips or clips used from the SC5 games as always?
EDIT: Afterburner is in the first cup? I expected it to be the mid difficulty; it sure looks like it from the videos! And yeeeeees, I just realised this means a GP with no Sonic tracks! That got a bit tiresome in the first game.

You don't count Seaside Hill as a Sonic Track? Weird.
Ulala we sourced some new VO for, but it's a mix of the SST/SSR VO plus some additional bits.

Well, 3 Sonic tracks in 16 tracks, divide 16 by 4 and you get 4, which means 4 GPs with 4 tracks in each and therefore there will be a GP without a Sonic track.
...Or, you know, you're right, I see Seaside Hill as a Burning Rangers track. You can get what I'm driving at if you squint hard at the footage. =P
