They are account bound, although its says that on the event site and from the lack of them in shops. You can't obtain them from the event gacha either. Regardless, they do not beat a Rutsularod for basic, ra, or gi techs. I know this because my 10^ Wyn R (which has a 99.999% chance of being better) does not.
I must say though, they are neat looking.
