Default Uh, why does Eileen only have one outer garmet to choose?

It's the same as her default costume only with different color pallets. This pretty much ruins her customization as the only pants that go with it are the default. There were way more shirts in the first VF5. And yeah, I bought the customization pack.

Can you unlock more via the core game?

Seriously, SEGA. This isn't just a normal disaster, this is a fashion disaster. If anyone thinks I'm going to be seen in public wearing my short shorts with my long kung fu vest then you need to report to your more fashionable sister for some serious advice.

When you're in the terminal, after you pick Eileen and the Data (or New Data) you want to use. Press start and choose costume settings. From there you can pick which costume type you want to edit and save, i.e. A,B,C,D,E,S.

The one in the promotional picture is type S I believe.

Yeah, this. I think almost everyone has just a recolour of their default main outfits... the Type S outfits normally depict the character in a Bikini/swim suit but is actually the more blank slate costume of the six with a vast amount more variety in what you can equip for them from head to toe. Its merely a case of going through each costume though and seeing which one really captures you imagination and all six offer to some degree segments of unique custimisation unique to that costume and character.
