Who is your favorite underrated SEGA villain?

Out of curiosity, who is your favorite underrated SEGA villain?

My favorite is Wizeman from both NiGHTS games.

Here's a few things why:

1. He's epic, nuff' said.
2. He is so evil, he actually KILLS his own minions if they angerd him by failing on their job (catching NiGHTS) like he did with Donbalon in JoD.
3. He is voiced by Mojo Jojo (get the reference)
4. His theme is catchy as hell (to me anyway, but anyone can agree)

But there is one disadvantage: The boss fight with him is easy, epic but too easy, even the hard mode one is easy.
