License Challenge and getting additional items questions?

I am very please that Sega gave us another VF game to play. If anyone can help me answer a few questions about the game. I bought both Bundles packs 1 and 2. If you go to the Terminal to customize your character you can still see some items are missing for each character. So my question is how do you get the other items to customize your character? Do you have to complete License Challenge? Or is there another way to do it?
