change in proc rate??

just wondering abt the proc rate of the skill lvl from 7-10 of every1, coz mine are doing really sheet even with lvl 10 skill, my storm rider mindshift( lvl 10) assault shift etc all above 7 have performed really really bad, most of the time they only appy for 2 out of 3(80-90%), kinda ing off since we used lots of mob n cp dp trying to get our skills max so they can perform well not asking for 100% every time for all three but at least more than half is wat we expecting if not then wats the diff btw lvl 7,8,9 n 10 skill?

Same happens for me. My lvl 8and9 skills get 2/3 most times

I did not notice this past weeks, sorry...
If i remember correctly a shift lvl10 is more 80% than 100%

def not i have tested more than 10 times so far n 6 yes 6 out of 10 time my stupid storm only applied ms for 2 out of 3 mob

That sucks. I have mirage shift at level 3 and it normally applies to 2 mobs about 30-40% of the time. If that is the case there is really nothing guaranteed even if you level it to 10.

I have noticed proc rate on SR is better than on a UC, even though the description and % is same on both cards.
