No, there wasn't any mocking in that article. He was giving an analysis and making an opinion based on it. He didn't say one negative thing about the competition. What is wrong with you guys? Do you guys honestly spend your days reading over articles trying to look for subliminal bashing and cheap shots? I never usually say this to anyone, but you guys seriously need to go out and get laid or something.
I guess you're not familiar with the idea of a backhanded compliment....referring to your next gen competition as "no better than our 6-year old hardware" is an insult no matter how much he dresses it up.

It's like calling someone an idiot to their face and then saying, "oh, but I like your shoes."

I don't think he intentionally insulted anybody. He just said he didn't think the jump was going to be as big as it was the previous generation, which arguably was in itself a smaller jump than the generation that came before it. In fact, he really didn't discuss any kind of advantage Nintendo would have, so he wasn't saying anything in Nintendo's favor (other than reassurance) and he wasn't saying anything bad about anybody else.

Look, this is starting to get really annoying. Between Microsoft, Sony, and Nintendo, everybody here has been accusing the PR people of giving backhanded compliments to their competition. It's ridiculous. We've seen how these companies act before. If they want to insult the competition, they'll be blunt about it. They've done it before.

Wait, wha? You're confusing this with the other topic, I think. This topic is about a Microsoft guy pretty much insulting the Wii U's capability. Read what he said!

Phil Spencer, corporate vice president of Microsoft Studios, commented to us in an in-depth interview, "I think their Pro Controller makes a lot of sense with the platform they've built. They are building a platform that is effectively a 360 when you think of graphical capability."

    ......and this:
Spencer believes that Wii U will quickly become a machine for third parties to port a number of 360 games to, considering the 360-like Pro Controller.

"Now they are really making an on-ramp for the back catalog of games that are on 360. It is easy for those games to move over to the Wii U. They've moved the buttons around, and they've made a controller that feels familiar for 360 gamers, so I get why they are putting those pieces together," he said.
....is him saying, "they ripped off our controller," just in a polite way. It's very easy to read between the lines of what he said.
