That's a comfirmation screen.
If choose はい the weapon becomes yours and accountbound to you.

Why will it be account bound? It means I will not be able to sell it later?

Does this happens to all rare weapons u pick up.? This picture is after I found daylight scar (poisin 2 And another affix)

Yes all 7*+ Weapons on equip are account bound. (Not sure about Units.)
