Sonic has shoes and gloves, so no, he's not naked.
I always found that line ironic considering Chip wears the least out of all of em (robots not included of course).
Also, nah. I don't see anything, and the NPCs don't care.

Yeah. Really, considering Dark Gaia's probably the only other person he's really paid any attention to/seen, I'm kind of shocked he knows what "Naked" means.

Maybe he was drunk or high or something.
Now that you mention it, I do seem to remember getting that line after feeding him that drink in Adabt.
