I looked over it briefly, and I don't think the pictures violate intellectual property laws.
They are fan art, and as long as you aren't using them to make money in any way, SEGA is quite unlikely to care that you're making/using them.
In general, I think the purpose of the rules was to make sure that you don't do anything like try to sell Sonic related stuff without SEGA's permission, or put things like ROMs or the like on your site.
